Evolution of Presidential Powers under the Turkish Constitutional System

Venue: Virtual. The 2017 constitutional amendments, adopted by a popular referendum on April 16, 2017, brought major changes to the Turkish constitutional system. This program will discuss the current powers of the president of Turkey under the present post-referendum constitutional system, with a special focus on his power to issue presidential decrees, a novel type of legislative instrument in Turkey. Recent decisions of the Constitutional Court of Turkey have somewhat clarified the contours of this new executive power, but questions as to the scope and nature of the presidential decree power still remain.
